It was delivered to me like this. I guess to make sure that the spotting points were
accurate for every reel.
At the end it was for having the appropriate length, same as picture and audio reels.
So if I delete the first and last empty lines, and set the starting timecode for those
particular reels in DoM it should be ok?

Why do you have empty subtitles at the beginning and the end of your files?
It is not necessary for interop and it causes troubles for servers in many cases!
For smpte I recommend not to put the empty subtitle (ONLY) at the end, it is better if
the mxf wrapper does it, as it know the reel duration it will wrap.
