http://www.jubler.org/ is a program that can
create new subtitles, or convert, transform, correct or refine existing subtitles. It has
Windows (32-bit/64-bit), Mac, GNU/Linux and Java JIT versions, so whatever your system,
you're good to go.

You can't really do that with the "stable" release of DCP-o-matic, but there
is a chance that v2 will do it. You can get it from here:

It will import existing DCPs and also handle subtitles in SRT or DCP XML format. I'm
afraid I don't know what software you can use to time your subtitles... someone else
on the list might have an idea.
