No, I don't know any way to actually format a USB stick or HD with an ext2/3 partition
under windows. Other than using e.g. Linux in a Virtual machine.
How big in size is your DCP?
The question is, is that festival strictly booked on ext2, or did they have an issue with
the format you supplied before? Because every server can read NTFS formatted discs. You
just need to make sure it uses an MBR partition scheme (which is actually not so easy to
accomplish nowadays, especially if your disc/medium is currently already using GUID/GPT)).
When I need to create an ext2/3 drive with the proper parameters for DCinema, I use a
boot-stick with GPARTED (a minimal Linux with some disc-tools on it). Even with GPARTED, I
need to use the commandline to create the right partition parameters.
I would first get back to the festival tech people and ask them wether their submission
specs are nailed on ext2 (some festivals are very strict on this).
If they are, you need to do it yourself or find someone who is able to do it. If they say
'Okay, If you can make sure it's a proper MBR-NTFS disc, we're okay with
it', then go that route.
