Don’t know if this will help, but…I had to rip a BluRay to capture a couple minutes of something for a scholarly demonstration (fair use). The solution is to do the 30 to 24 fps conversion at that time. 

In this instance I was using a Mac. I used MakeMKV for the de-encryption, then Handbrake so I could get it to QuickTime for editing. The 30 to 24 transition was in Handbrake and it worked out fine.
