I feel is more this happened, as said in the same article.

But at some point someone will issue a KDM or most probably a DKDM to
a certificate without confirming that it can be traced to the stated
server vendor certificate, for example one coming from dom, that then
ca be used to decrypt the DCP.
When that will happen the system itself will still be safe, as safe as
it can be, it's just an operator error.
