Yes, it's not great, I agree.

make it possible to change number of threads used on a server on-the-fly

There's no artificial limit. At some point, the controlling machine will
probably run out of RAM from queueing the frames up for its servers.
There's one guy using (I think) 50 or so cores over 7 servers with some
success (although I think he's hitting a bug in DVD-o-matic which we
haven't got to the bottom of yet).
