Have you considered migrating the issue tracker and primary git repo to
GitHub? It seems to be where most things are these days, so a lot of
people already have logins. It might encourage more interaction in
filing issues, and possibly also tinkering with the code. Though that
may or may not be a good thing!
Could also make it easier to run builds and tests on a continuous
intergration service like Travis (
https://travis-ci.org/) which in turn
makes it much easier to contribute code changes.
I don't know if GitHub does everything you want though.
